0.17 second search on google brought this up...

"this is often caused by piston rings or cylinder walls that are badly worn. Oil may also be pulled into the chamber because of excessive clearance in the valve stem guides, or badly worn valve stem seals. If the PCV valve is plugged or inoperative, it can cause a buildup of crankcase pressure. This condition can force oil and oil vapors past the rings and valve guides into the combustion chamber."

Does it smoke during start up?

If so look at the Valve guides.

I would also run some kind of carbon remover to clean your piston and combustion chamber
then do a compression test.It should be accurate if the carbon is off the valves.

If their is carbon on you valve to the point it wont seal it can cause a false reading on a pressure and leak down test.

Take your time and do it right one time.

oil over the threads is probably just bad valve cover o-rings. no need to jump to conclusions. all oil in the cylinder during combustion would be burnt and youd have large amounts of blue smoke out your tailpipe. oil on the threads is usualy just oil thats been sitting in the spark plug tubes goin onto the threads as you take the plug out.
